The municipality of Vallentuna is taking a pioneering step in Stockholm County by launching a Civil Intervention Persons (CIP) program. These are ordinary citizens who, once properly trained, will be able to respond to emergencies such as fires or traffic accidents and provide an initial response while professional rescue services make their way to the scene.
The initiative has a clear objective: to reduce response times in critical situations where every minute counts. In rural areas or locations that are harder to reach, the difference between receiving immediate help and having to wait can be decisive for the survival of victims.
Firefighter Sebastian Rimm, one of the driving forces behind the project, is confident about the potential of these civilian volunteers: “They can make an enormous difference. With simple actions and basic knowledge, we can save lives,” he states. Rimm emphasizes that the goal is not to replace professional emergency teams, but to complement their work with an immediate presence on the ground.
Selected civilians will receive specific training in first aid, fire extinguisher use, and how to act at traffic accidents, among other subjects. When an emergency occurs in their area, they will be alerted through an app and will be able to reach the scene within minutes — well before fire trucks or ambulances arrive.
This model is already working successfully in other municipalities across Sweden outside Stockholm County, and Vallentuna aims to become the regional benchmark so that neighboring municipalities will follow its example in the coming years.
